Tino Cuéllar Joins Anthropic as Its First Chief Global Affairs Officer

On August 4, 2026, Anthropic created a new executive role and filled it immediately: Chief Global Affairs Officer. Mariano-Florentino (Tino) Cuéllar leads Anthropic's policy work, international engagement, and government relationships worldwide. This lesson explains what the hire signals and how Anthropic's government relations shape the environment in which Claude operates.

Anthropic created a new C-suite role on August 4, 2026, and named Mariano-Florentino (Tino) Cuéllar to fill it: Chief Global Affairs Officer. This role didn't exist at Anthropic before — Cuéllar is the first person to hold it.

His background spans domains that rarely overlap: law, technology policy, international security, and public institutions across three levels of government.

He stepped down as President of the Carnegie Endowment for International Peace, an independent policy research institution with scholars in 20 countries.

Before Carnegie, he served as a Justice of the Supreme Court of California, writing opinions on technology, privacy, and international agreements.

He directed Stanford's Freeman Spogli Institute for International Studies, co-directed the Center for International Security and Cooperation, and led the Stanford Cyber Initiative.

He worked in the White House and federal agencies under three presidential administrations.

He co-led California's Frontier AI Working Group.

Cuéllar was also a Trustee of Anthropic's Long-Term Benefit Trust since January 2026. He stepped down from the Trust to join the company full-time.

The CGAO role covers three areas: policy, strategic international engagement, and government relationships worldwide.

Cuéllar framed his reason for joining this way: "Democracies must set the terms on which this technology advances."

Daniela Amodei, Anthropic's President, described the hire around judgment in complex institutions: "At all levels of government, the law, and academia, Tino has served with sound judgment and civic-mindedness."

Why does a policy hire matter to someone using Claude? Government decisions about AI — what it can do, which industries it can serve, how liability works — directly shape what Claude is permitted to help you with. Regulated industries like healthcare, finance, and law face different constraints depending on jurisdiction. Anthropic's engagement with governments determines where and how Claude can operate. A dedicated C-suite executive focused on this work is infrastructure for Claude's availability in more contexts under clearer legal frameworks.

Claude is genuinely useful for policy-adjacent research: comparing regulatory frameworks across countries, drafting regulatory comments, summarizing legislation, or explaining how AI rules apply to a specific industry. Policy is also a domain where hallucination is costly — errors in regulatory briefings can cause real compliance mistakes.

Prompts that work best in this domain:

Name the specific jurisdiction and framework — "EU AI Act" instead of "European AI rules"

Set a clear output structure — "Compare X and Y across these three dimensions"

Ask Claude to flag uncertainty — "Note where you're unsure or where I should verify"

Always verify named regulations, specific article citations, and compliance obligations against primary sources before using them in any consequential decision.

What shipped: Mariano-Florentino (Tino) Cuéllar joined Anthropic on August 4, 2026 as its first Chief Global Affairs Officer. His role covers policy, strategic international engagement, and government relationships worldwide.

Why it matters for you: Government decisions about AI shape what Claude can do and where it can be deployed. Anthropic treating policy as a C-suite function means clearer legal frameworks for using Claude in regulated industries.

Working with Claude on policy: Name specific jurisdictions and frameworks. Structure your output request explicitly. Ask Claude to flag uncertainty — and always verify named legislation against official primary sources before treating any Claude output as compliance guidance.
